System Preference Pane Newbie Queston

I am working on my first system prefrence pane, and i
am having some trouble i can load it in fine on my own
system to my preference panel but when i attempt to
load it into a 10.2 system (i have 10.3) it opens the
system preference window but dosnt load my application
in. I have Zero Link turned off and it is built for
deployment but it dosnt seem to install it on other
systems, any ideas?
