It is possible - you can turn on Mail Bundles and stick your plugin
bundle in a certain folder. However, you'll have to reverse-engineer
part of Mail to get access to what you want.
I think a better solution would be simply to add an AppleScript that
you put in ~/Library/Scripts/Applications/Mail/ that does the work for
you, and just select that AppleScript from the Scripts menu when you
want to use it.
