I've seen this problem on my machine once in a blue moon (10.3.x) and I
am positive that the Jag Console.app is no longer installed. When the
problem happens, the /Library/Logs/Console/$USER/console.log file is
missing. I think it may be some kind of race problem with the cron
scripts that run nightly to recycle the logs.
I don't have a solution, other than rebooting.
