Unfortunately, no.
(I need at least 10.2 compatibility.)
Unless there are other constraining factors (and it sounds like there
might be), it *may* be worth surveying (insofar as is possible) your
target market, and estimating the possible reduction in market size and
the reduction in development costs. Some developers have found that a
substantial percentage of their market is running 10.3, and some have
found that development time has been substantially reduced using
bindings...
