Go to lists.apple.com and do a search or browse the mailing list
archives for apple-help-authoring. You will find many messages from
the Apple help team stating that CSS/JavaScript/HTML4 is a supported
feature of Help Viewer.
They also stated that at last year's WWDC in the help session, so
if you have the DVDs you can hear them state it there.
IMHO, that makes it documented (though poorly). And I wouldn't call
using newer HTML features to be a undocumented API. I can't see
any situation where Apple would degrade the web capabilities of
the operating system.
