Thanks for the suggestions. IconComposer was displaying my TIFF wrong, and Iconographer didn't quite seem to hold the transparency, although it did open up the TIFF correctly. I tried to save my TIFFs again with the transparency enabled via Photoshop, but then no program would open up these new TIFFs. So I tried saving the image with a PNG, and this imported fine into IconComposer, extracted the bit mask, and the new icon works great, including the transparency effect.
