<http://www.postgresql.org/> has a link to libpqxx (a "C++ client API for PostgreSQL") <http://gborg.postgresql.org/project/libpqxx/projdisplay.php>, which says it "is released under the Berkeley/BSD license"; does that not fit your needs?
