Window floating on top no matter what...

I'm trying to get my application to stay on top of all windows no matter if the application is considered the front application or not.

For example, I want to be able to copy-drag from the desktop to my application-window. Problem is that copy-drag activates the finder, and my (borderless-)window hides itself. How do I keep it perpetually (well unless I send it an orderOut at least) in front of all other windows?

In a related question I'd also like it to sidestep Exposé... any ideas how to do that?
