Is LSUIElement supposed to be working on Mac OS X 10.2.x?

I don't have a Jaguar system in front of me, but I seem to remember it working just fine for me.

The fact is I do have a Jaguar system in front of me and I'm pretty sure the behavior is not the documented one.

On 10.2, when the LSUIElement key is set to 1 (string), no windows are displayed from the application. On 10.3, it works as documented.
