Menubar inside window

I'm trying to implement a menu bar inside a window, just like the one in Interface Builder.
I've tried to use NSPopUpButtons but I can't get them to highlight properly.
Is there anything like a menu bar control in Cocoa? What is Interface Builder using to display the application's menus?
