I was trying to save myself $500 to answer this question, as that is

since they are selling Tiger Early Start Kits it is already public
knowledge. I realize in that case an NDA might be involved, but I have
no malicious intentions, I'm not trying to spread dirt on Tiger, and
for an extra $500 -- which I don't have -- I could get this question

So I figured someone could help out an Apple developer in need since
the information I'm fishing for currently has a price tag I can't
afford.
Cheers.

Brian,
It's just the way Apple does business. You can't have the info you want
unles you sign an NDA, and once you sign, you can't talk to those who
haven't. You either join the club, or wait. It's always a source of
frustration for (poor) folks trying to use Apple's beta releases. You
just need to decide whether you really want to be working on the new
stuff or not. Either pony up the money, or wait. It's just how they
work.
