Is there any way to get global hotkeys without a service?

You'll need to use the Carbon API to do this. Thankfully, Nathan Day has written a Cocoa wrapper to manage Hotkeys.

I would like
to give the user preferences so I don't think I want a service, also I
would like to let the user define the key combinations.

Nathan's code goes part of the way to doing this. But you'll need to create the user interface to do this yourself so that the hotkeys can be turned off, and different key combos chosen.
