If you search the archives I'm sure you'll find a few "hacks" which modify com.apple.dock.plist or similar.

These "hacks" are the recommended approach given by DTS and shown in Apple's sample code. See <http://developer.apple.com/samplecode/CFPrefDockItems/ CFPrefDockItems.html>
