Google for it: there *is* documentation somewhere, but I regret to say
I was dumb enough not to bookmark it. I kinda recall it was in ADC, but
no guarantee.
Anyway: this XML keyboard works all right with Panther -- feel free to
use it as a template, if you want to. Just put all the three files
(well, the icon is optional, of course) into ~/Library/Keyboard Layouts
(directly there, no bundle around them is needed):
