What is it that you think is not working? "Bring All To Front" is not a Dock
menu item; it's a normal Window menu item, and it works fine in my apps.
Minimized windows rightly are not unminimized by this (I'd be furious if
they were) - as the docs say, the windows' location, size, and layering
order is maintained, and being minimized (i.e. invisible) is part of that.
