OK. I got a (partial) bug report that bring to front wasn't working, and I went off on the wrong tangent…thanks for everyone's replies--I was taking the documentation out of context…

What do I need to do to get this behavior working in my app?  It seems
all done by Cocoa

What is it that you think is not working? "Bring All To Front" is not a Dock
menu item; it's a normal Window menu item, and it works fine in my apps.
Minimized windows rightly are not unminimized by this (I'd be furious if
they were) - as the docs say, the windows' location, size, and layering
order is maintained, and being minimized (i.e. invisible) is part of that.
