stringWithContentsOfURL:usedEncoding:error: Fails on Mac Roman?

I have a file in Mac Roman that BBEdit, SubEthaEdit, and other apps read fine, but trying to read it with stringWithContentsOfURL:usedEncoding:error: returns nil and says "The file may have been saved using a different text encoding, or it may not be a text file."

I thought the whole point was to read the string tell you which encoding it used to read it? Why is it failing?
