i guess i'll have to do that. i was hoping to avoid this as this requires writing the toolbar state to the doc even if it hasn't changed. i suppose i could compare the current configuration to that saved in the doc, but i'm not sure if this comparison is worth it versus just always writing...

How about grabbing the current configuration using "-[NSToolbar configurationDictionary]" when you save the document (ie. ignore any intermediary configurations before you save)?
