Yes, I also see that from time to time. In my experience this is not
unique to Mail, but can happen in any app that doesn't properly create
background threads for long synchronous operations. When it happens for
me it's mostly because Mail is busy talking to my IMAP server, and
spending too much time doing that in the main thread.
