That's what I do also. Unfortunately, I have found that enough "mouse
wiggling" eventually results in the appropriate mouse entered events not
happening at all. So I would like to suggest that you check for that, and go
ahead and file a bug report to add 1 more voice calling for tracking rects
to get fixed.

FYI I still have a Carbon-based app and am adding new features in Cocoa
windows, so it may be that you won't reproduce the problem with dropped
mouse entered events.
