I'm afraid it is as you fear. :(  The IB UI provides a list of 'format
strings' most of which are hardcoded to be in a particular order (ex %m/
%d/%y).  The only one there that follows localisation is "%c" but it
gives a huge string, which maybe you don't want.

The ONLY way is to set the formatter's format string programmatically,
passing the appropriate string retrieved from NSUserDefaults' dictionary.

I filed a bug on this <rdar://2803021> on 2001-11-02 but it has not been
fixed. :(  (Insert radar = black hole rant here).  Please file a bug
yourself too!
