I'm not quite sure I understand what you're saying, or what they're
suggesting.
Every window has a "content view", ie. a top level view where all
other views in the window reside. I don't see why you would need to
add any other view to serve as a "container for all user controls" -
unless there's something you're not telling us about your requirements?

The best way to do what? If you want to create the whole UI
programmatically, you don't have to use IB or nib files at all.
Do I even need a custom view?
In general I wouldn't say that you do.
If I want to do even everything without Interface Builder, is that
the way?
Why would you want that?
