The Cocoa Foundation documentation is describing NSLocalDomainMask as:

"Local to the current machine—the place to install items available to everyone on this machine (/Local)."

Does '/Local' mean '/' on Mac OS X? And if so, why is it /Local? (NeXTy souvenir?)
