Agreed - selective viewing / formatting, etc. is a job for doc browsers like AppKiDo, DocoaBrowser, etc. Just keep the internal file format consistent (HTML / XHTML, etc.). This allows the actual documentation to be hosted anywhere (including the local machine) with whatever viewer/browser the user wants, be it a web browser or a documentation browser.

Also, the idea of there being an online database application that you viewed the doc through is pretty unlikely. That precludes users from having the same documentation on their machine in the same access format.
