The first question I can't answer but the second has a simple answer
- yes. For an example of this check out the open-source project Adium
X which includes this functionality (it is accessed from a private
section of the AddressBook framework if I recall correctly)

After the release of Mac OS X Panther, some developers worked on
duplicating the Finder sidebar view in Cocoa. I came across a web
page which was listing the progress made on this. Would someone
know the URL of the web page for this work? I'm not able to find it
again (looked on google, cocoadev.com, cocoabuilder, etc...)
Second question:
Has someone already looked at using the Icon User Picker which can
be seen in AddressBook, iChat, Accounts PrefPane? My current
investigations leads the the Admin.framework but I'm not sure it's
the proper one since the API is missing some class method I would
have expected to be there and the .nib is not exactly the same as
the one used in the Apple applications.
