I'm finding it very hard to find a Shift-Command key combination that isn't
either reserved by the system or used by the common apps.  Between Safari
and Mail, 20 letter keys have been assigned to application functions with a
shift-command modifier combination.

Whilst I'm slightly bemused as to why it has been made so hard to find a
freely available key for System Services when the "big apps" have reserved
nearly all the available combinations, moreover I haven't been able to find
any documentation that suggests the range of supported keys for services.

Yes, I know from Apple docs that Services have to use a shift-command
modifier, but am I restricted to letter keys or can I use others (and if so
how are the non-printable characters specified in the info.plist entry?)
