I use an app called nibTranslate. It's available on SourceForge, but I
had to fix some bugs. I've attempted to submit my patches to the
author, but haven't gotten a response. If you'd like a copy of my
patched source, email me off list.
I've had decent success using this to localize three apps over six or
seven languages, but localization is a pain any way you slice it.

first blush.
