NSString constants are of type NSConstantString, and NSConstantString is a subclass of NSSimpleCString. According to the NSString.h header file, NSSimpleCString uses signed chars. Each signed char can only hold 7 bits of data. My guess is this can't be changed without breaking a lot of applications...
