While I didn't see this particular problem, I had an even worse one when initially installing Xcode. I performed the same exact steps you mention above, but the Xcode installer crapped out in the end saying something like "Installation couldn't be completed".
Due to other problems I was having (see thread on 'fi' ligatures) as well as copy-and-paste failure between PhotoShop CS and Illustrator CS, I decided to do a clean install of Tiger. Once I did that, Xcode installed properly and I didn't see any monospace font ligature problems or the cut-and-paste issue.
Perhaps upgrade installs are a bit buggy.
