Though it looks like others have helped you with the rest, I can help with this part: repair permissions and/or reinstall the dev tools. That should do it. If CIFH isn't working (for the same reasons I encountered), Quartz Composer should also be having problems. Repairing permissions fixed it for one run; reinstalling the dev tools seems to have fixed it permanently.
