Hmm, I tried this just a few days ago and it worked for me. I set one internal application's LSMinimumSystemVersion to 10.4.5 and tried launching it, and received an error message saying I couldn't run the program with the current version of Mac OS X. I'm using 10.4.1.

It worked for me on 10.4.0, too. And, I think, it worked for me under
various releases of Panther. For the year or two that this question has been
popping up, I have had the impression that the bug is intermittent,
dependent in some way on context.

On 10.4.x, it's working.

On 10.3.9, 10.3.8, 10.3.7, it's not.
