could someone tell me if there are COCOA framework(s) for
interfacing with relational databbases like PostgreSQL, Oracle,
Sybase, and MySQL?

I would go GDL2 (GNU Database Library V2), which is an EOF clone.
Unfortunately, there's only an adaptor for PostgreSQL. I thought of having heard about an adaptor for MySQL – but I might be wrong. Anyway, as already said, it's easy to write adaptors and if you write an adaptor for ODBC, you have them all.
