I have also seen problems like this, where the file is included in the
project only once, but somehow there end up two entries for it in a
build phase.

Have you checked all build phases in all targets in the project? I
would be very surprised if Jim was not correct in his assessment of
this problem. At the very least try to remove, and re-add this file to
the project.
It also seems that your Info.plist might be part of one of your
targets? Note that Info.plist files usually shouldn't be part of any
target - as they're just referenced by the build settings.
