This seems like a grossly inefficient way of solving this problem.
If there is no pre-existing API for this, you would of course need to avoid having to actually read the contents of the files as long as you can. Comparing folder contents, modification dates and other file meta data should all be done before you attempt to actually diff the contents of the files.
