How is this counter-intuitive, and different from any other application that you use to format text?
Select text, use text formatting palette to add formatting attributes. Seems pretty standard to me.

It makes a great deal of sense for Apple to promote the use of standard Aqua HIG text sizes in their controls. It's also convenient to have access to predefined default values. Regular / small / mini is what you want 99.999 % of the time. IB is optimized for the common case.

Another thing. What if Apple releases Aqua 2.0 in Leopard, where all standard font sizes are bumped +2, or had a new default system font? If you've used the regular / small / mini tags they could probably do something clever and automatically select the right font for you also after this change [*]. If every font selection in IB was free-form, it would be much more difficult.

That said, if you have suggestions for improvements - make sure to file enhancements requests to Apple via Radar / Bugreporter.

[*] This would of course work even better if they actually stored "regular" / "small" / "mini" in the nib file, something that I don't think that they do...
