Our app already has a voice over system and I was wondering if it was possible to disable it for our app under Tiger. The problem that we have is when VoiceOver is enabled, our system is talking and so is Tiger.

Why not disable your implementation when running under Tiger? AFAIK, there's no way to turn VoiceOver off on a per-app basis. If the user has it enabled, they want to use it. Thus, it would be best for all apps to use VoiceOver and not have varying implementations.
