Well..yes.
Mail is an application which uses Cocoa. But that doesn't mean that
the team which develops
Mail.app is in any way related to the team which develops the Cocoa
framework.
That's what John was saying.
While it seems true that there is an inflation of UI designs,
toolbars, and violations of
the HIG is going on (at Apple and elsewhere), the Mail.app team
surely isn't responsible for
things going on in the Cocoa framework.
Still the mystery remains why Apple doesn't heed its own guidelines
anymore.
