Setting DVD Drive Region

I've scanned the archives but didn't find anything addressing this.
My apologies if this is common knowledge.

We have roughly 600 Macs in public labs and spaces here at the
university and we replace about a third of them each year in a rolling
AppleCare cycle. Now that every machine we purchase comes equipped with
a DVD drive we have to set the initial drive region code by hand; a time
consuming process to say the least. What we'd ultimately like to have is
a small app (or script) to run as a post-action when we put deployment
images on new hardware.

I've looked at the DVD Playback Services Reference and had hoped that
DVDSetDriveRegionCode might be what I need but I can't seem to get it
to work. Does anyone know if a) the region code can be set without a
disk in the drive and b) if so, what the easy way is to do it?
