Looks like you're on the right track - DVDSetDriveRegionCode should
do it, but unfortunately, this is an action that requires
authentication. There's almost no safe way to do what you want
without requiring at least the typing of an admin password manually. =(
This is one of the downsides of the security afforded by Mac OS X.
You don't want just anyone to be able to be able to change hardware
settings on your machines, but it does get in the way of something
like this.
