I'm sure you believe what you're saying but I'm equally sure you're
mistaken. How could the state of the help index file affect Xcode's
file-copying behavior? It knows nothing of the help index file - it
just
copies whatever files have changed. m.

Matt,
I had the same problem until I reindexed each time. That's why I
posted this link (http://outerlevel.com/blog/2006/12/21/automatically-
index-your-apple-help-book-with-xcode/) to automate it. For some
reason, just touching the help html isn't enough. You have to
manually or automatically rebuild the index each time.
