Toolbar Item Priorities

Toolbar item priorities are great, but I have a question about how they work. If there are four items with the priorities: High Standard Low High, squished so that there's only three items the toolbar will have the items: High Standard Low rather than High Standard High. The latter makes more sense to me than the current behavior. What's the reasoning behind doing straight right to left priorities rather than considering all items?
