IANAL, but as I understand it, that only limits Apple's liability; it
doesn't make it impossible or illegal to make such a system (note the
wording "is not intended"; this is different from the "you may not"
from the preceding sentence in the same paragraph). This just means
that Apple cannot be held responsible if such injury or damage should
occur. I know for a fact that there exist FDA approved radiation
treatment planning systems that run primarily on MacOSX (and NextSTEP
before that).
