This is true without exceptions. Well, the only exception is if the
developer put the icons under a license that allows taking them
*explicitly*.

available for general use? I hark back to the notion that
consistency of toolbar items would be a good thing for users?
A while ago someone started a repository of toolbar icons and
collected a few from the 'net, among them the ones I drew and which
I'm still including in UKToolbarFactory (http://www.zathras.de/
angelweb/sourcecode.htm#UKToolbarFactory). Don't expect them to be
too pretty. I'm a programmer, not a graphics designer.
I think Matt Gemmell also had such a collection for a while, but I
don't think either of them still exists.
Apart from that, I guess you get what you pay for. There's a lot of
stock icon companies that have good icons for toolbars available at
fairly good rates. It takes a lot of skill to design good icons,
after all.
