Apple has a document talking about keyosk type applications, and in
that document, one of the questions asked, is how to over ride the
eject/volume keys. Apple's answer is that it can't be done.
However, personal experience tells me otherwise.
I had an install of 10.4.2/3/4/5/6 that wouldn't allow any of my
special function keys to work, volume up/down, eject, and mute were
all disabled. I fixed it by reinstalling 10.4.6 once I received my
full copy in the mail via adc.
I also accidentally once disabled the eject key in my dvd application
while trying to fix something else.
So, it is doable, but how it's done is another matter I cannot speak
to, since both of my occurrences were accidents, and I doubt I could
replicate the os issue again even if I wanted to, which btw I don't.
Not having volume control really bites. :)

Daniel,
I was trying to find this information too a year or so ago for our
application. As I recall, the answer I got was that certain special
keys,
like the volume/mute keys, simply can't be generated/simulated by an
application. So I had to give up on trying to emulate those keys.
Good luck in finding a solution, but I'm thinking it's not
going to
happen.
