Forms in PDF?

Assuming I have PDFs of a 100 or so forms (e.g., IRS 1040) that need
to be filled from a database, what would your recommendation be for
the following tasks:

- mapping the textual database fields to locations in the PDF (ideally
end-user type of app), with size, font, wrap setting, etc.
- checking checkboxes in the PDFs (not typing an "X" on top)
- adding a digital signature TIFF
- cycling through all the (mapped) forms to minimize the dataset
selected from the database
- future-proofing for forms we don't yet know about

ReportMill goes a long way toward solving many of our issues
(especially allowing a drop of our XML schema), though it cannot, that
I know of, check the checkboxes nor be managed except by "policy"
(e.g., "Don't name things with spaces in them." as opposed to
programmatically preventing it).

Any great ideas?
