GIYF: http://mattgemmell.com/source/ ... look for "Snapping Window". This will get you part-way there. As to decreasing the usable size of the screen, I'm not sure of a way to do this off-hand.

How to create dockable windows in Mac. Just like in windows, if we
make a window dockable left or right, OS will us only remaining space
for other applications.
