If you're targeting 10.4 and later, CGImageSource has some great functions to extract thumbnails from images. See http:// developer.apple.com/documentation/GraphicsImaging/Reference/ CGImageSource/index.html (specifically, the function CGImageSourceCreateThumbnailAtIndex to get a thumbnail image from an image source).
