Part of it is probably tradition. I think that tiff files were the
native, or at least predominant, image format on NeXT / OpenStep,
where Cocoa was born.

Personally, I also prefer to not use lossy compression for regular
user interface image resources. I don't think it makes sense to
introduce compression artefacts, regardless of how small, in these
cases.

Sounds like a good reason to me. Apple doesn't skimp on quality anywhere else, either! I'll go with TIFF.
