NSTimeZone's localTimeZone (vs defaultTimeZone)?

I'm just not clear on the point of localTimeZone. Googling hasn't shown up anything useful, although I do note that localTimeZone is deprecated in GnuStep.

I guess my question is, what should I be using in what circumstances?
