In Cocoa.. What would I look up to be able to sample the microphone
input, and to make output?

you mean a "noise canceling" app, right?
you are right, in theory, the inverse of the sounds cancels the
sounds. but it's usually difficult to do that using PCs or Macs
because of the latency of the audio input and output interface.
and you probably don't want to ask non-Cocoa question on the Cocoa list.
